1 )  The first part;

I . PROGRAM AND MOTTO of “PLATFORM FOR NATIONAL REFERENDUM” are :

“Say YES to the  REFERENDUM OF the REPUBLIC OF ALBANIA for Albanians: Albania-Kosovo”!

1 ) THE VISION FOR ACHIEVING THE REFERENDUM WILL BE BASED ON THREE MAIN FIELDS:

A ) SCIENTIFIC ACTIVITY  THROUGH  THE INSTITUTE OF “PLATFORMS FOR NATIONAL REFERENDUM”,

  1. B) DIPLOMATIC ACTIVITY OF RESIDE RM J E T ENTITY POLITICAL-NATIONAL,
  2. C) ADMINISTRATIVE ACTIVITY based on MODELS of THE EU COUNTRIES AS: GERMANY, AUSTRIA, SWITZERLAND, etc.

2 )What  Specifically means”referendum” for all Albanians?

a ). “The Albanians of the Illyrian Peninsula have the historic chance that in terms of the new democratic method of referendum decides their future to be institutionally united and to be integrated within themselves with all the national, historical, cultural, economic, scientific, environmental values, applying a proper administration as the model of the EU countries.

3 ). This program has the “National DNA ” confirmed by 100%, and it is characterized by liberal communication within the Albanians themselves in all their settlements in the HOMELAND ( of the Illyrian Peninsula ) as well as in the Diaspora!  At this internal organization, based on” confirmed national value “, which as a matter functionalizes and disciplines the functioning of all Albanian institutions of our republics for the developing economy of the country, are found programs of the right guidance and also social programs oriented to the left, which are of great importance for the development of the Albanian society.

4 ) After the official promotion of the first part of this program, ( the prepared in general aspect ), we will immediately move on to the second part of the event; “In the practical work”, and everyone has the open chance and the opportunity to come and line up for unbiased support of the “National Referendum Platform”.Our  HOMELAND welcomes all of us !. 

The Albanians HOMELAND needs economic development! The Institute of the Platform for National Referendum ”,  offers to all investors from the Diaspora all the administrative services from all the key institutions of the Albanian state in all the Republics of Albania of the  Illyrian Peninsula!

5 ) In the Constitution of the Republic of Albania and the Constitution of the Republic of Kosovo we have this support for all Albanians wherever they live in their lands.

  1. a) But when will these constitutional laws of the two Republics of Albania and Kosovo be implemented in practice?

b). Law no. 8417, dated 21.10.1998, the Constitution of the Republic of Albania.

 

Article 2

1 ) Sovereignty in the Republic of Albania belongs to the people.

2 )  The people exercise sovereignty through their representatives or themselves directly.

1 )  The system of government in the Republic of Albania is based on the division and balance between the legislative, executive, and judicial powers.

1 ) The Republic of Albania protects the national rights of the Albanian people living outside its borders.

2 ) The Republic of Albania protects the rights of Albanian citizens with temporary or permanent residence outside its borders.

3 ) The Republic of Albania assists Albanian citizens living and working overseas to preserve and develop the heritage of national culture.

1 ) Political parties are created freely. Their organization must be in line with Democratic principles.

1 )  The sovereignty of the Republic of Kosovo derives from the people, it belongs to the people and is exercised, following the Constitution, through elected representatives, by referendum, as well as in other forms, under the provisions of this Constitution.

– The Republic of Kosovo protects the interests of its citizens abroad, in the manner prescribed by law.

7 ) . INTRODUCTION :

Our commitment, in the function of the implementation and the application into the practice of our age-old dream and make it legal, that all Albanians in their lands live together integrated beneath their  National flag and that all, are represented everywhere under the state concept of the Republic of ALBANIA. It has been confirmed with thousands of facts and arguments by giving the oath in Our National Flag and GOD, that we write down all the resources of financial and intellectual wealth, for the major purpose: “TO MAKE THE REPUBLIC OF ALBANIA” under proper political organization, “IN/UNDER THE REPUBLIC oF ALBANIA”, as our only country to all Albanians wherever they live. Their homeland and STATE are called “The Republic of Albania”. We have the legal basis, we have the historical heritage, we have the human experience that was signed in the most difficult days; We have to support the millions and million Albanians wherever they are  ( at homeland and in the diaspora ); we have the people and friends of the Albanians behind us, confirmed in the most difficult days; we have the democratic form and formula of advancing the processes for the realization of facts; we have the commitment and determination to rewrite history, just as freedom-loving Albanians, deserve.  

We have the courage and all arguments to speak this message, and redirect to all Albanians wherever they live, who has dreamed for centuries to “remake Albania”. The power is yours and should be returned to you, that in a democracy, as everywhere in normal countries, even in Albania, the majority will decide, and not the nationally failed political class. We want to remind the last will and spiritual logic and culture of people, having a homeland, ( and a country unjustly divided ), called Albania with accompanying accompaniment under the spirit of patriotism through decades and centuries, springs with the only major demand: “TO REBUILD ALBANIA”! The starting Will from our renaissance to the martyrs of the war of Kosovo, and  Will of Adem Jashari, has been deeply registered in the historical memory of the Albanian people, which will never die!

This Will and this request, ” To remake ALBANIA” appeared publicly politically and even nationally, on 6th  May 1991 by the founder of UNIKOMB in Kosovo, Mr. Halil Alidema, and his supporter, and at the same time his successor of UNIKOMB, Mr. Ukshin Hoti.

Being myself part of the foundation of UNIKOMB,  from the first day, I have accepted the Will of  Professor Mr.Halil Alidemaj, with great responsibility. Not only me, but the whole group has taken it seriously, and we have never stopped acting positively for this major goal.

Our program; “Platform for National Referendum” has the same purpose as the UNIKOMB, “TO Make UNFINISHED Albania”. So, “TO REBUILD ALBANIA WITH ALL ITS REPUBLICS”, through the most democratic means; “REFERENDUM”. Of course, that our program has adapted to the circumstances of the time, the current political facts. Since May 1991 has been a full thirty (30) years! Therefore, our appeal is clear; RANK  YOURSELF TOO IN THIS LONG CARAVAN, IN SUPPORT OF THE ALBANIANS FOR ALBANIA REFERENDUM! There is room for everyone !. We are united by a goal, which is called: “REPUBLIC/S  OF ALBANIA” !.

8 ) Our three practical areas;

A ). In fact, what do we mean by the three main areas and their implementation in practice?

1 ). Scientific activity;

2 ). Diplomatic activity  of the national-political representation and

3 ). Administrative activity;  

1 ). Scientific activity. In almost all Albanian areas, during the transition, in every field, there have never been before even minimal studies, therefore we say that this activity is almost non-existent! In no field of economic development, are there studies and long-term planning, which direct issue would also enable foreign investment! The situation is the same; as in Albania,  Kosovo, Ilyrida,  Eastern Kosovo, as well as in Plava and Gucia, (with Sandzak), etc. Without genuine studies, planned or in advance (at least) for 30 years, it is unlikely that there will be investments !. The ” National Referendum Platform” will pave the way for these studies for the first time in all areas of “National Wealth Resources “, such as tourism, food industry, heavy industry, and easy infrastructure in railways, in the middle and small projects in the infrastructure of everyday life, etc ., etc. 

2 ). Diplomatic activity of political-national representation. . We demand from all parties (from internal factors), that the voice of politics in the future should be more worthy in defense of “National Programs” in all activities of public life. Political parties and the candidates who represent them, before making politics in certain sectors, must first swear and confirm that they do not harm or in any way violate the Albanian historical, cultural, economic, spiritual, and territorial values. Specifically, all political representatives must pass the National DNA test!

 3 ) . Administrative activity. It will be presented through the latest and the most advanced technology in every sector of state life, where the maximum level of security will be achieved to a significant level! The control system will change in 360 degrees. What has not happened in our country so far, during the thirty years of transition, will be achieved!

a ) . To carry out this  activity in advance, the candidates who receive representation and institutional responsibility would have to go through a ” passing- calculation” of the test (or as they are now calling a kind of internal ” vetting” ), according to some criteria being evaluated even their activity in the past ! ;

9 ). Always according to the NATIONAL DNA!

a ). Important institutions and positions, everywhere even in political parties, can be led by those candidates who have the National DNA !.

 b ). And those candidates who will not be able to lead important state institutions will be people who do not have enough National DNA! So, those people are considered unacceptable to have duties for high state and institutional positions…

c ) . And the third group, which is the most dangerous, that has been working for the occupier state-Serbia (and other countries)! This corrupted  group requires a special work program (opening an internal dialogue with them?) And based on the facts, the responsible institutions should treat each case individually for all the financial damage and the bad international image they have caused to Albania and Kosovo (during the transition, from the post-war period until today, March 1921)!…

10 ) . Realization of the dream for all Albanians through the voting of the “Referendum”! 

It is a daily work, of touching the dream in the reality of life, for every breath of the “Albanian cell” in every minute of our life, because great evolutions are happening. Since the former dream, today we live in a factual reality! But, all the “Albanian facts” must at the same time go through a “legal process”, which although it is a formality, is not only very important but also necessary!

11 ) . Specifically, what does the “Referendum” mean for all Albanians?

a ) . The Albanians of the Illyrian Peninsula have the historic chance that in new democratic conditions through a referendum, to decide their future to be united institutionally and to integrate within themselves all national, historical, cultural, economic, scientific values. , ecological, etc., through a proper administration, just like the model of EU countries. b ). By referendum, the majority of the population decides on the laws and the way of governing, as well as on many economic, historical, tourist projects, etc. The Government of Albania and the governments of the Albanian republics will be the active implementers of the law, and the entire “National Project ”   that the majority has voted for.

c ). Through the Referendum we have direct participation of all citizens to decide the future, the standard, the way of tax payments, and other state administrative responsibilities!

  1. Introduction:

1 ) . If today we will resolutely seek to make a final solution once and for all to the Albanian issue, with the support in principle of international institutions, the first request that should dominate as a criterion, would be:

 a ). Taking into consideration and correct treatment of the historical circumstances and the genocide that Albanians experienced at certain historical stages. At the same time, in these unfavorable historical circumstances, the occupiers expelled the Albanians, killed them, looted them, stole them and forcibly took their property and lands.

2 ). The occupiers have spared neither schools nor religious sites, burning and stealing historical documents, Catholic churches, and all other spiritual and cultural values, in the most barbaric way.

3 ). Only on the knowledge of these facts can the present and the future of the advancement of the Albanian issue be treated with standard criteria, so that the Albanian society, which constantly seeks to be the same as other western societies with developed democracies, be ranked in the place to which it belongs.

4 ) . It is time for all Albanians to become aware, saying “YES TO THE REFERENDUM: ALBANIA-KOSOVO!”, And approaching their full potential; financial, intellectual, and all other resources available in a single focus, becoming an active part of the practical empowerment of this major act that significantly empowers the economic development of all REPUBLICS OF ALBANIA!

5 ) . The model of using national symbols in a municipality with inhabitants, where the majority are Albanians, we will present as: “MODEL OF THE MUNICIPALITY” (within an Albanian republic) in a special treatment, how the government will harmonize the work and respect for symbols from the majority community to the minority community throughout the structural hierarchy; for example, in Tetovo, Ulcinj, Medvedja, Gjirokastra, Prrenjas, Gjilan or any other municipality?!;

6 ) . The time has come for over six million Albanians, living in their lands in their HOMELAND, in the Illyrian Peninsula (and in EU countries as PRESIDENT), to live with their national dignity, advancing in all democratic processes. and the fact that through the legal rulings of the referendums they build their future in the healthiest possible way just like the EU democracies !.

7 ) . In principle, we will not deal with the recent past (for the political wrongdoings of the transition), but we will deal with building the future through democratic processes for the study and development of numerous economic projects, to install a proper administration. with the latest technology and being aware of taking responsibility in all this competition of transparent projects and ideas, which are confirmed and receive the supporting stamp “in the most sublime process of the legal act of referendums in all Albanian settlements in all republics “!

a). In the bag of transition will be inserted all the evils and evildoers of the thirty-year transition period in the Albanian space!! …

b). )This doesn’t mean that along the way no individual or any former government will ever be mentioned, by studio working groups or by institutions of experts in certain fields ?!

 c ). We tend to be positive, cooperative to the maximum with everyone, including political groups and politicians in the policy of “transition bag”, and it will not be our job that, who? when? and how ?, will come out, or what will come out, from the “bag of transition”, because the practice of state functionality after the “Referendum” will be different in all institutions of the country.

8 ). Desire for investments in the Albanian coast, of German-speaking investors; of the Germans, the Swiss, the Austrians, and also of the British has been expressed openly many times. But, why this has not happened so far, at the level of investments in the height of billions, it is a topic to analyze, (especially in the administrative aspect), what factors have been an obstacle to not finalizing this desire!

 a). We are the only ones within our institute of “Platform for National Referendum” to offer to these German investors, as a model 30-50 KM coastal space to invest with genuine study projects! The same goes for British investors and we take on all the guarantees with a legal responsibility to approach full security! (Extensively in: “Meeting the requirements for mass tourism”).

I II. PURPOSE OF THE “NATIONAL REFERENDUM PLATFORM” PROGRAM.

1 ) . This “PLATFORM FOR NATIONAL REFERENDUM” aims to stop all bargaining to the detriment of the Albanian people, which are taking place in recent decades, continuing the repetition of history and leaving Albanian lands to Slavic neighbors, who continue to be barbarians and ruthless towards everything that is called Albanian!

2 ) . Through the “PLATFORM FOR NATIONAL REFERENDUM” we want to ask the Albanian citizens and international diplomacy to lay down and finally accept, “the solution of the Albanian issue”, in all areas of their ethnic lands! To be protected by the force of law; identity, language, flag, culture, and all inherited historical and cultural assets of the Albanian people!

3 ) . “PLATFORM FOR NATIONAL REFERENDUM” aims to strengthen democracy, based on free economic market, based on freedom of religion, through the development of internal competition of development projects protected by law, which, whether for development projects in the field of economy, whether for legal issues of strengthening institutions in the field of security, free trade, etc., citizens vote directly through the “Referendum-Direct Democracy”! 4 ). “PLATFORM FOR NATIONAL REFERENDUM” for all Albanian citizens, regardless of their areas of residence offers complete security in:

a). Preservation of national identity through integrated internal administration;

b). Identity card (passport, identity card); unified school programs and literature, western school system; freedom of use for national and local symbols, in every Albanian republic; tradition and cultural heritage; ecological protection, etc.

5 ). Guarantees the legal right of all minorities following international democratic laws.

a). “Platform for National Referendum” requires the construction of a political system of the Western model, where through “Direct Democracy” citizens with their vote decide the national and political orientation for their future!

6 ) . “Platform for National Referendum”, demands that through universal legal law, the status of Albanian citizens to be equal and inviolable in all aspects, in all its ethnic territories;

a). In the treatment of the standard of the Albanian language;

b). In not violating the use of the National Flag on holidays of republics, local institutions, and private holidays;

c). In not violating administrative rights at all types and levels, regardless of which center of the republic they live in.

d). In not encroaching on the religious denomination, etc.

e). At the same time, this right will have the same for the minorities that fulfill the status of being a minority in a certain Albanian residential area.

7). The right to REFERENDUM is a normal right of a people with all international conventions! …

8). The removal of borders and the integration of the Albanian-Albanian internal administration will be practiced according to the EU model, and

9 ). The state legal system can be built close to the Swiss political system. Some comparative examples;

a).. In Switzerland, the cantons have full state institutional independence, and the construction of the institutional political hierarchy is represented in three stages; governments and municipal parliaments, those of the cantonal level, and the central level in the state capital Bern

b). The same is true everywhere in the areas inhabited by Albanians,  which is represented through the word, “Republic”, unlike the word “Canton”! Also, it could function very normally the same power as in Switzerland with the hierarchy of three degrees; municipal (or municipal) governments and parliaments, governments and assemblies of the Republics; of Albania, Kosovo, Ilyrida, Eastern Kosovo, Plava, and Gucia (with Sandzak) and the Republic of Chameria, as well as the government and the central level parliament in the capital of Albania in Tirana!

  1. c) . The justice system also has the same three levels, but the municipal extent is different depending on the number of inhabitants, the municipalities in the cantons, etc. Then, the cantonal judiciary is everywhere in each canton (the same is true of the judiciary at the republic level), and the supreme one only in a certain center (eg in Switzerland it is in Lausanne, in Albania, it could be in Prizren ) !.

 10 ). Albanian spaces urgently need to act politically united within the “PLATFORM FOR NATIONAL REFERENDUM”, which today, represents the will of the majority of Albanians across the globe, wherever they live, because this “Platform” clearly articulates the position in the basic foundation for the construction of the “Independent Albanian State” in the Illyrian Peninsula, ALWAYS ACCORDING TO THE MODEL OF WESTERN DEMOCRACIES!…

 11 ) . The purpose of activating the “PLATFORM FOR NATIONAL REFERENDUM” in all Albanian-Albanian areas is to organize the  REFERENDUM FOR UNION OF ALBANIAN REPUBLICS.

12 ) . The “Platform for National Referendum” requires “historic mobilization” of all Albanians to line up in support of the REFERENDUM, and at the same time offers service and treatment in every field of activity: economic, legal, cultural, social, various projects related to the protection of natural resources, for different development projects, equally in all Albanian-Albanian areas.

13 ) . “Platform for National Referendum” plans to develop its activity in the Homeland as “REFERENDUM Initiative” based in Tirana- (Albania) and Pristina- (Kosovo) and other Albanian capitals of the Illyrian Peninsula. This activity of the “Platform for National Referendum” will be expanded by being represented with genuine candidates in every municipality inhabited by an Albanian majority everywhere in the Illyrian Peninsula !. 14 ). During this preparatory phase, the internal rules of procedure were issued, which in principle was approved by the structures and other bodies of the “Platform for National Referendum”.

15 ) . After the formalization of the “Platform for National Referendum,” we have drafted the “Legal Draft”, (which will be completed and debated) and then,  will be put to be voted by all Albanian citizens: in Albania-Kosovo and then by other republics, where Albanians live. The voting motto will be “Say YES to the Referendum for the Unification of Kosovo with Albania”! …

 16 ) . The “Platform for National Referendum” will pay special attention to the values and religious freedom, tolerance between them as our internal communication that we Albanians inherit historically. In this context, the Albanian Catholic believers (especially in Kosovo) will have the full institutional state support, not only in the inclusion in the administration but also the recognition of the historical circumstances for the damage of spiritual values that our Catholicism has suffered throughout history, consequences inherited in all the Albanian people.

  1. a) . We will also support the Orthodox Albanians in Northern Macedonia by all democratic means.

17 ) . The motto of the realization of the program of the “Platform for National Referendum” will be: “To look at the construction of the future, not forgetting our past during all stages of history”.

  1. a) . Any member who joins us, regardless of his or her past in terms of political beliefs, religion, level of educational background, will not be prejudiced, but will be accepted as normal as everyone else. All those who accept the activity within the program and rules of procedure of the “Platform for National Referendum” to be a contributor to the process of Albanian-Albanian internal integration, will be welcome! …
  2. b) . All those who consider and propagate the recent or distant past, for political processes or even for political personalities will be settled (“if” they will provide facts, with their commitment) in the SCIENTIFIC INSTITUTE OF “PLATFORM FOR NATIONAL REFERENDUM” in Homeland, which will deal with the enlightenment, publication, and affirmation of facts! Experts and all researchers will apply criteria and rules, which are acceptable, as at the level of developed democracies of the EU! …
  3. c) . We consider that the partial or group depoliticization of each political group (from their past), from each Albanian area in the HOMELAND (and especially in the Diaspora) is necessary !. The saying: “YES, REFERENDUM” means: “Yes, to the development of Albanian-Albanian internal spaces”, according to the EU model !.

 IV . NATIONAL-POLITICAL VISION

1 ) . ( Through direct-initiative or legal democracy it is voted by the citizens) .

A ) . Organizing the “All-Albanian Referendum” for the unification of all Albanian-Albanian republics. Also integrating internal harmonization in all areas; of the Republic of Kosovo, of the Republic of Ilyriida, of the Republic of Eastern Kosovo, of the Republic of Sandzak, of the Republic of Plava and Gucia, and the Republic of Chameria, under the name of the Republic of Albania.

 B ) . International legal law; Also on this issue, we can get laws of numerous examples of different states that have very successfully promoted the development of democracy and the rule of law. The best model is almost all EU countries being led by Switzerland !. (Special text for some models).

C ). ). The historical right of Albanians confirms the legal right, as autochthonous inhabitants for the development of democracy through “Referendum-Direct Democracy”, this right is undeniable!

2 ) . THE REFERENDUM VOTES: ” LEGAL DRAFT “: This legal document defines ;

A). The way of functioning of the Albanian state – the representation of all other Albanian republics; in the assembly, in the government, etc. ;

C). Recognition of the Albanian citizenship of every Albanian, wherever they are.

3 ) . The “Platform for National Referendum” also establishes the governing boards of “NATIONAL INTEGRATION” in the Diaspora !. This fact means that the political activity of political parties fades or is extinguished to the maximum. So, the treatments are such, very equal, that in every situation we are all the same, but the classifications are treated only from the aspect of professions, which groups are included in well-planned programs to support the HOMELAND in many professional, financial activities, social and economic development projects, etc.

4 ) We immediately offer the preparation and training of new staff for an EU model administration, which provides the right security for investors !.

V I . HISTORICAL FACTS

1 ) Scientific treatments, also in the legal aspect, on the recognition of historical facts and all kinds of genocides by the international factor, in front of the Albanian people and lands.

  1. All the facts are confirmed and are currently very well known to all placement centers. But, these facts must be administered according to international legal laws!

2 ) . Will the historical circumstances be reflected, also from the economic, legal and diplomatic-military aspect for every inch of Albanian land. Causes of detachment from the trunk! The circumstances of the genocide! (Several genuine studies are present).

3 ) . The law on genocide should be approved by the ASSEMBLY OF ALBANIA and the ASSEMBLY OF KOSOVO, and this law should be recognized and accepted internationally! A). ” Law on Genocide “; (caused by Serbia), on Albanian territories, population, and historical monuments will be based on facts;

 7 ) . The violence of Serbia and the “Serbian Orthodox Church” against “Our Albanian Catholic Churches” in Kosovo, in the last 200 years …

 8 ) . This activity will be implemented in the legal package dedicated to “Genocide on Albanian Territories and Population”, which will be approved by the Parliament of Albania and the Parliament of Kosovo, etc.

 VI I. THE LEGAL SYSTEM OF THE STATE – THE WAY OF ITS FUNCTIONING

1 ) . Each republic will have its government and parliament (with its symbols of the republic) as well as its representatives (according to the percentage of the population) in the central parliament. Meanwhile, the candidacy of ministers is not conditioned according to this rule, but political formulas, personality figures, etc. play a role. (will be debated).

2 ) . The municipality or municipalities also will have the government and the assembly (or parliament).

3 ) . The local municipality (each village or large residential neighborhood) will have its own political body. The system of functioning is defined in the legal program of the state. / special text /.

VII I. ORGANIZATIONAL AND PROFESSIONAL ACTIVITIES under the name of “PLATFORM FOR NATIONAL REFERENDUM”

Through the establishment of the INSTITUTE OF “PLATFORM FOR NATIONAL REFERENDUM” as a scientific activity in several centers in the COUNTRY!

1 ) . Economic activity:

a). Designing many projects for the development of the HOMELAND in all areas of Albania. (Albanian-Albanian internal projects).

b). Thus e.g. economic projects; “Fresh fish” for the collection and distribution of this product from the collection point in Shengjin and distribution to Presevo, Kumanovo, Mitrovica, New Market (or Novi Pazar), Bitola, Prilep, and other centers.

c). The railway integration project that connects Tetovo with Prizren, Ulcinj, and the whole Illyrian Peninsula, etc.

d). Activation of all DIASPORA resources to create conditions to invest in the HOMELAND.

e). Activation of various projects and all Albanian citizens living in Western countries, in the US, and all other countries of the world for financial assistance to HOMELAND, specifically for assistance in preparing the REFERENDUM.

 f). Status of being, “active member” of the “PLATFORM FOR NATIONAL REFERENDUM” (in every country where migrants live) can be called all persons who for a calendar year pay the amount of 1800 fr., 1740 / Euro / and values in other currencies.

g). “Humanitarian members” (who pay as much as they can afford) are also welcome.

 h). And the “regular members”, who will pay for the regular monthly membership from 15 SFR. and 12 euros and value in other currencies.

2 ) . Historical activity;

  1. a) . This activity within the ” PLATFORM FOR NATIONAL REFERENDUM ” will function as a history chair in some centers of the HOMELAND.

b). The activity of this department will deal with the study and enlightenment of all historical facts that have been denied to the Albanian people all the time, which even today are left in the dark !!

  1. c) . Our history of facts should be written by us and not by others.

a). This part of the activity of the “Platform for National Referendum” will also function as a legal department in some of the centers of the HOMELAND.

 b). This chair will deal with all legal agreements, from which have been unjustly damaged with territorial losses only Albanians !!!.

 c). The support of this department will be provided by the whole spectrum of the INSTITUTE OF “PLATFORM FOR NATIONAL REFERENDUM”; legal treatment of the right to “ALBANIAN-ALBANIAN INTERNAL INTEGRATION-NATIONAL UNION” through REFERENDUM in every corner of the Albanian historical space !.

d). And many other activities like; politics, security, ecology, emergencies, humanitarian, cultural, etc.

 I X . ORGANIZATIONAL FORM OF “PLATFORM FOR NATIONAL REFERENDUM”:

1). In HOMELAND it is represented as a “National Entity” in the three areas of activity mentioned above, in all relevant institutions of the Albanian-Albanian republics.

 2 ) . The initiating group of administrative work, organizes and establishes the scientific institution: “PLATFORM FOR NATIONAL REFERENDUM”, which will operate in several centers in the HOMELAND.

 3). And “PLATFORM FOR NATIONAL REFERENDUM” will organize expatriates abroad in the framework of the establishment of “National Integration” boards, which will act as a professional body, in all Western countries, and in the WORLD, based on the administration domestic and by the laws of the respective states. This professional activity aims to support the “Referendum in the Homeland” and the development of many economic, social, cultural projects, etc., in the Albanian space. The financial and professional contribution of the emigrants will be made through the boards of “NATIONAL INTEGRATION”.

a). Wherever in exile (outside the HOMELAND) where our expatriates live and work, the “PLATFORM FOR NATIONAL REFERENDUM” programs will be represented and led by “Steering Boards”, five to seven members, where all inflows and outflows of funds will be approved only for development projects.

  1. b) . The institute will be registered in each country of the / West, Scandinavia, USA, Canada, etc../ and will provide the work plan and legal status of each member of the Board of Directors.

 c). The supervisory activity will be approved by the state administration (local laws) wherever the INSTITUTE operates through the boards of “NATIONAL INTEGRATION” in the Diaspora, etc.

  1. HOW TO HELP THE COUNTRY TO ORGANIZE THE REFERENDUM ?!

1 ) . The homeland can be helped through the “Platform for National Referendum” by supporting basic projects and starting from a regular membership to supporting various projects, which are offered for implementation in our Albanian republics.

a). To expand the cooperation with devout activists who support any activity of Albanian-Albanian internal integrations in all fields: economic, historical, legal, cultural, etc.

b ). To register and join every Albanian citizen and every cultural subject, humanitarian, business firm, etc., so wherever our emigrants live and work in one of the countries of the globe.

 2 ) . The manner of registration and administration of the boards of “NATIONAL INTEGRATION” in MERGATA, respecting the organizational hierarchy and administrative responsibility, which boards, wherever they operate, are representatives of the “PLATFORM FOR NATIONAL REFERENDUM”, and “this activity is legal” that disciplines and controls the management of the financial means of the Board of Directors, (and all the work of the activity) in Switzerland, Germany, Austria, France (etc.), and in all other Western countries and beyond.

a). For each project, each fund that is approved, is realized according to the legal norms of the respective Western state, the appointed staff of the Steering Board is accountable until its implementation.

  1. b) . Bypassing or any minimal form of misuse, of any form, by anyone, will be faced with the law of the local state, because the entrances and exits and personal taxes will be transparent, with an annual report and registered tax number, etc.

3 ) . THE MENTALITY AND “THE RIGHT TO REFERENDUM” WILL BE INTRODUCED IN ALL CONSTITUTIONS OF THE ALBANIAN-ALBANIAN REPUBLICS. Citizens will vote for laws and political processes! …

 4 ) ECONOMIC PROJECTS AND THEIR IMPLEMENTATION THROUGH THE COUNTRY OF NATIONAL AND EURO-ATLANTIC INTEGRATION OF THE COUNTRY IN:

5 ) A “LEGAL DRAFT” FOR THE INTEGRATION OF ALBANIAN-ALBANIAN CUSTOMS ACCORDING TO THE EU MODEL WILL BE APPROVED

 9 ) . The institute in every country where it operates, engages maximally in the administrative part with all the governments of the West, the USA, and in all the countries of the globe where the emigrants pay, so that the amount, which is done by the emigrants for development projects, or humanitarian projects in Their HOMELAND, be exempt from tax abolition !.

  1. AFTER ACCEPTANCE OF THE PROJECT BY THE AGENCY IN GENEVA;

1 ) . The Agency engages the legal staff to verify all project documentation in the country of origin of this documentation.

2 ) . Organizes the staff of professionals of the “Assigned Fund” (financial source) and submits the project,

 a ). And at the same time, it offers all the necessary information for the perspective, justifying the purpose of the investment, etc.

 3 ) . The agency also organizes company offers, where it specifies the most reliable company, which has references and reliability, work experience (in projects made in the past), to carry out the project.

 V I . NEGOTIATION OF FINANCING TERMS BETWEEN THE PARTIES;

 3 ) . Careful! Projects that are not convincing in the business plan, that are considered unattractive in the country, etc., may not pass by the staff of the fund in question. Therefore, we inform all private partners to focus on the most secure projects in profit-making.

 VII I . AGENCY BRANCHES: “INVESTMENT IN THE BALKANS” -administrative hierarchy.

1 ) . Branches or offices will be in Tirana, Pristina, Skopje, etc …

  1. a) . These state project offices, which then submit each project to the agency in Geneva, staff (salaries), and administrative costs will be paid by the state where the projects come from.
  2. b) . Just as the state will pay the agency staff in Geneva because all the work is done for the benefit and economic interest of each state.
  3. c) . Because the approval of the fund is done directly in each ministry of each state that has approved the projects.

 2 ) . For these reasons, a preliminary agreement is made with the state institution and the government that the work of the agency staff and other expenses are not free.

  1. a) . The same rule applies to “Private-Public Partners”, as they are competent to decide and in this case make agreements with the agency-Geneva (and not the state).
  2. b) ). In principle the payment undertaken by the state or ” Private Partners” for confirmed projects, all processes (or administrative procedures) are explained at the beginning, for projects that are known to pass.
  3. c) . On the contrary, for unclear projects, the agency does not accept any advance payment without confirmation of the fund.

IX . CONFIRMATION:

1 ) . So far the relevant institutions (governments and assemblies) of our three states; of the Republic of Albania, the Republic of Kosovo, and Northern Macedonia (not even part of Ilyrida) have not approved the law: “SOVEREIGN GUARANTEE” to use the right to receive funding for the development of strategic projects from the US!

 2 ) . In this sensitive financial issue, all our republics of the Illyrian Peninsula need investments in strategic projects from US funds, which investments undoubtedly have a direct impact on regional security. But why the law on “Sovereign Guarantee” has been ignored so far by these countries is so vague that many questions arise from this argument ?!

  1. RAILWAYS; 

1). Initial plan for the construction of the railway in all Albanian inhabited areas; in Albania, Kosovo, Ilyrida, Eastern Kosovo, Plava, and Guci, etc., costs over 11.6 billion dollars. This information is private and the basic project was developed by an economist!;

 2). ). We wish that the Albanian political leaders of all republics do not make the same mistakes in the future as for the highways, which have been built in pieces or parts, (as a lack of strategic development plan and with wrong funds in the form of debt and high-interest commissions ?!), but to sit down and make the necessary strategic studies so that the construction of the railway in the Albanian areas (and beyond) can be planned with genuine strategic development norms, and addressed to us, to orient them to financial resources: “Genuine funds for strategic projects” We have the address. Law approval; “SOVEREIGN GUARANTEE” by the Assembly of Albania and the Assembly of Kosovo is lacking.

A). A  LEGAL OFFICE FOR INTERNATIONAL CONTRACTS (ARBITRATION) IN HOMELAND

1). Opening of an international legal office in a center in HOMELAND  (of historical importance), is dedicated exclusively to foreign investors! This office would offer more security to all foreign investors for investments in large strategic projects in one of our Albanian republics! …

  2. I. STATUTE OF “PLATFORM FOR NATIONAL REFERENDUM” – DETERMINATION OF POLITICAL POSITIONS ON THE NATIONAL LINE!

1 ) . Through the “Platform for National Referendum”, a clear request is made for the resolution of the Albanian issue in its lands. This will be achieved through democratic means, with the organization of the Referendum voting (initially) Albania-Kosovo, and then for other Albanian spaces, the same with democratic means through the Referendum.

  1. a) . Internal integration of the Albanian-Albanian administration.

b). In each circumstance, the “Platform for National Referendum” takes as a basis the “historical circumstances” of each Albanian space, and based on historical facts builds democracy, the same as the models of developed societies of the West !.

 2 ) . Recognition by the “Platform for National Referendum” of the identity status of automatically every Albanian from the Republic of Albania, regardless of their place of birth, where they were born, and regardless of their second citizenship.

 a). The same applies to the recognition of the identity of all symbols and all other cultural, linguistic, etc. values.

3 ) . The “Legal Draft” will be voted in the Referendum, which will determine the way of functioning of the Albanian-Albanian republics, the integration, and harmonization of the internal state administration, the customs system as an EU model, the adaptation of the terminology, the harmonized institutional strategy, etc.

 a). The decision-making model will be practiced by the vote of all citizens through form; “Direct Democracy”. So, the laws that are voted in the Referendum, enforce the state institutions.

4 ) . The headquarters of the “Platform for National Referendum” will be in Tirana and Pristina, until the referendum vote.

 5 ) . The Platform for National Referendum “establishes working groups in various sectors and opens its offices in many other centers in the Homeland wherever there are Albanians in the Illyrian Peninsula. This institute aims to design development projects in many different fields of activity.

 6 ) . Also, the “Platform for National Referendum” will establish the staff of the boards of “National Integration” in the Diaspora.

 7 ) . Members of the “Platform for National Referendum” have the right to be all Albanians who support the “Referendum for the Integration of Albanian-Albanian Republics” !.

  1. PROFESSIONAL ACTIVITIES;

A). Scientific sessions for historical and legal activities, for capital economic projects, etc., etc. CONCRETE IDEAS AND PROPOSALS FOR THE ORGANIZATION OF THE ALBANIAN PRESCRIPTION IN ALL SPACES OF THE GLOBE!

B). PREPAREDNESS complete, confirmations, engagements grouping DIFFERENT migrants to help the motherland and to increase cooperation with the US Albanians and institutions to invest in diverse fields! … FINANCIAL CONTRIBUTION OF DIASPORA THROUGH  the board of “NATIONAL INTEGRATION” in the Diaspora :

C). The mode of operation and administrative registration in all countries of the World, is one of the most important issues.

 1 ) . The legal part adapted to each state where the Board of Directors operates.

III. STATUS FOR MEMBERS WHO PAY REGULARLY;

1 ) . The legal status is drafted, which is signed by the elected members of the “Steering Board” (five or seven people), in each state.

 2 ) . The membership fee is determined for the annual payment of each member employed in the current state (use of currencies, eg Euro base currency and counter-values in other states).

  1. A) . For example in Germany, each employee pays (will pay) from 12 euros per month = 145 Euros per year and in Switzerland, each employee will pay 15 fr., per month, or 180 fr., per year.

B ) . And other amounts of firms or members, which can be called irregular, with the status “Humanitarian Payments”, “Payments of investment firms” etc.

3 ) . The rules and norms of the board fee of those who will be engaged in 100% in contract work, will be determined according to the regulation and local laws of the respective state.

  1. DETERMINATION OF THE EXIT OF FINANCIAL FUNDS FROM ACCOUNTS:

1 ) . Only with the approval of the Steering Board for the approval of a certain project, which comes from state institutions through the Institute of “Platform for National Referendum”.

 a). ). We will also have projects for the advancement of the Albanian education of the emigrants, through the supplementary teaching of the Albanian language.

 b). The Steering Board also appoints a working group to oversee the works until the end of the project.

c). Other activities of the associations remain or continue their normal work, all of which without exception will support the “Platform for National Referendum “.

2 ) . In the framework of fundraising, a humanitarian amount can be allocated for persons or families with economic difficulties (poor) in the Homeland based on a certain program that can be realized directly in the form of (assigned to a working group ) by the “ Local Institution ” and the “ Steering Board ”.

 

  1.  TECHNICAL DEPARTMENT OF ADMINISTRATION ;

1 ) . Only in this way there will be no room for misinterpretation and mismanagement of the fund.

2 ) . In other words, the path of the “3% Fund” and other funds that the emigrants’ money was misused to the maximum, will never be repeated.

 3 ) . This topic should be clarified in all media because it is of special importance. Therefore, it is necessary to present the work program in the legal-administrative aspect for each European country.

4 ) . The institute issues a “proof card”   for each annual payment, depending on the status of the payment.

5 ) . Overtime payments become mandatory (after two or three years), so not just voluntary.

  1. ALBANIAN GOVERNMENTS AND INSTITUTIONS IN DIFFERENT SPACES OF THE ILLYRIAN PENINSULA:

1 ) . ) Once they accept it as an idea or administrative form,  the work of the “Steering Board” of this “Institute” should be supported, which can operate in a system, always adapted to the circumstances of each country of the GLOBE.

 2 ) . The Albanian governments, starting from the government of Albania, Kosovo, etc., would engage maximally with all the governments of the West, the USA, and in all the countries of the world, where the emigrants pay, and for the amount paid by the emigrants for development projects, or humanitarian projects in their HOMELAND, be exempt from tax.

 3 ) . The form of membership is the direct payment to the institute, (the whole technical way will be explained), but this should happen automatically as a regular bill that at the end of the month each migrant pays the bill for other things. So without much need for energy, time, and other expenses to convince someone.

  1. . So the voice of the “Albanian-Albanian governments”, of the representatives of the respective republics is very significant!

 4 ) . Possible start-up immediately in many countries: Switzerland, Germany, USA, Austria, Greece, Scandinavian countries and many other countries.

VII. OUR CURRENT TASKS, (of the staff of the Founding and Governing Board) of the “Platform for National Referendum”:

 1 ) . ). Legal registration and public media presentation of the “Platform for National Referendum” in Tirana and Pristina in the relevant local institutions, (at the right time!). Registration is confirmed !.

 2 ) . Drafting the “Internal Regulations of work and activity”. During this time, in addition to the registration of members and all firms, companies, and numerous associations that have expressed readiness for support, the rules of procedure have been prepared. It is clear that the “Rules of Procedure of our work” are based on the best human and ethical experience, but also numerous professional management activities; legal, social, media, administrative, etc., with a work culture with Western discipline and a competent responsibility, respecting and implementing the law in the function of the relevant institution, but at the same time respecting and implementing the opinions and policy-making decisions decided by the majority in a certain institution or social circle.

3 ) . We inform the public in all media about the officialization of the ” Platform for National Referendum”.

4 ) . Financial support at this stage by firms, associations, members, supporters, and sympathizers of the “Platform for National Referendum”, will be done through the account, which is published in the Program, with headquarters (or location) in TIRANA, the capital of the Country.

 VIII. FIRST ACTIVITIES;

1 ) . The staff of the Founding and Steering Board in Tirana and Pristina of the “Platform for National Referendum”, appoint working groups according to the requirements of the local “Legal Law” with employment contracts !.

 a). At the same time, the legal instruction (for employment contracts) and the way of functioning of these working groups both in the Homeland and in the Diaspora have been issued and approved. Now, this instruction is ready. (Generally about the classification of employees in “5. Part Five”).

 3 ) . Also, our institute will cooperate at scientific levels with some well-known universities in the West, offering the opportunity to study a certain number of Albanian students, who will be defined in different topics or one of the relevant areas of the “Platform for National Referendum “.

  1. APPEARS: “LEGAL DRAFT” TO BE VOTED IN REFERENDUM.

1 ) . The “Legal Draft”, which will approach Albanian citizens to vote on all sides of the Albanian-Albanian border will contain several legal packages such as:

  1. . Knowledge of Albanian identity through law for the recognition of citizenship (with ID and passport ), for all Albanian citizens wherever they are, not only in Albanian areas, but also in the Diaspora, and that the origin of the birth of all residential areas their Albanians of the Illyrian Peninsula!

 2 ) . Preparation of the legal package, on the manner of payment of customs during the circulation of goods, according to the EU legal model, within the Albanian-Albanian territories!

a). A real possibility, goods to be called customs cleared (for free movement) in all Albanian centers; not only in Kosovo-Albania but also in other Albanian centers in the region such as; Tetovo, Ulcinj, Presevo, Arta, etc.

 4 ) . Determining the functioning of the parliaments and governments of the Albanian republics; The Republic of Albania, the Republic of Kosovo, and later of other republics. Look at the political model of Switzerland; parliaments (assemblies) and cantonal governments, the form of their functioning as an inseparable body with a disciplined hierarchy, plus parliament and central government !.)

  1. . Representation of candidates in the assembly from all other Albanian republics, in the framework of meeting the criteria and administrative procedures and also in the central government the representation of ministers in departments designated by the republics at the central level.

 5 ) . Determining the way of representing the nationals of the republics in various international sports competitions! etc.

  1. TIME FOR THE CORRECTION OF ALBANIAN-ALBANIAN HISTORY!

1 ) . Let’s start from the beginning;

  1. a) . To bring to the HOMELAND the mentality of the West; of Switzerland, Germany, Austria, USA, etc along with the mentality and the discipline at work, and the idea of economic development, being the owners of our resources; human, economic, intellectual-scientific, financial, etc. Through the “Referendum” to decide the investment of certain projects in the HOME! So, this is the best way of democracy, where the majority decides and not the individual !.

 b). To achieve this goal,  all Albanians should participate actively in this “Major NATIONAL” project, saying:

  1. “YES TO THE REFERENDUM OF THE ALBANIAN-ALBANIAN REPUBLICS: ALBANIA-KOSOVO”!

1 ) . Form of customs clearance of goods from one municipality of one Republic to the municipality of another Republic;

a). Concrete example, (eg a barge with agricultural products from Saranda, and sends these goods to Drenas .) How is customs clearance done? What is the form of administration?

V I . NECESSARY CONSTITUTIONAL AMENDMENTS AND SUPPLEMENTS OF THE ALBANIAN REPUBLICS

1 ). Constitutional harmonization of political-legal and cultural terminology of institutions within the Republic of Albania and the Republic of Kosovo!

 2 ) . After the harmonization and completion of the constitutions of the two republics; Albania and Kosovo! (the same constitutional model) will be realized in other Albanian republics and will be voted in REFERENDUM!

a). Examples associated with “administrative violence”, which also causes partial psychological violence, should be avoided as much as possible. For example. “TARTAN Hospital !?”, “TURLI-TURLI College ?!” etc., etc. Before it is; “TARTAN Hospital”, also “TURLI TURLI College ?” etc., should be clarified whether it is “University Hospital” ?, or “Regional Hospital” ?, or is “Municipal Hospital”, then the investment can be specified where it comes from; Tartan, African, American, Turkoman, Italian, joint investment “Albanian-foreigner”, by the foundation, state or private investors, etc., etc.

3 ) . In any Referendum that will be organized, whether at the level of republics or the level of republics, in addition to political issues, the voting of planned economic projects will always be taken into account.

 4 ). 3000 (three thousand) signatures must be collected for the initiative of organizing the Referendum (for a political issue, or economic project, for example over 500 million euros) at the republic level or within a republic!

 5 ) . Meanwhile, if a political issue or project extends to two or more republics, a minimum of 5,000 signatures are needed to organize the Referendum!

  1. . Usually, the initiative for organizing the next Referendum is taken by a parliamentary political entity, for certain political issues, and they can also include projects with certain financial, ecological, etc. values. The collection of signatures is submitted to the ASSEMBLY and then the date of the Referendum voting is set, where the citizens vote on certain issues.

 6 ) . Amendments and supplements to the Constitution and harmonization of the titles of many institutions; sports, cultural, economic, historical, etc., of the Republic of Albania and Kosovo, as well as later, of other Albanian republics will undoubtedly be addressed very soon!

  1. D) The form and model of the presentation of the Albanian national teams in international sports competitions, etc.! (In debate …?)

7 ) . Harmonization of “Terminology” and “Functionality” of institutions;

8 ) . The term “Republic” is acceptable for all Albanian areas, because in every country where Albanians live, the state has this terminology. Adaptations of political, legal, cultural competencies, etc., and institutionalization are confirmed by Referendum! In this case, the “Republic of Albania”, the Republic of Kosovo agree. But, for the majority of citizens of Ulcinj, Presevo, Tetovo, what will be called their “Republic” ?!

 9 ) . Clearly, for the Albanians of Presevo and other areas around it will be called as it was; “The Republic of Eastern Kosovo”.

10 ) . For the citizens of the Albanian majority in Tetovo and all other municipalities it will be called; “The Republic of Ilirida”.

 11 ) . For the citizens of the Albanian majority in Ulcinj, it could be called “Republic of Plava and Guca” or “The Republic of Malësia” (the wording will be discussed). The Republic of “Sandzak” and the “Republic of Chameria”!

 12 ) . And in terms of terminology and functionality, all other state institutions will function in the same way, such as;

  1. a) . Within the “Republic”; the center of the “Republics”, (representatives of all other Albanian republics) as; the presidency, the assembly (or parliament), the government, etc.
  2. b) . Within the “Republics”.
  3. c) . Within the “Municipality” or “Commune” the same.

13 ) . So the political system will function according to the hierarchy, from the bottom up and vice versa; eg “Municipal Governments”, “Governments of the Republics”, (independent) and the representatives of the Republics in the “Government of the Center of Albania” which could be called: “Government of the Republics of Albania”. The Assembly would function in the same way as the government and other state institutions. So the “Assembly of the Republics of Albania”; (which will include all representatives from all other Republics; from the Republic of Kosovo, the Republic of Eastern Kosovo, the Republic of Ilirida, the Republic of Plava and Gucia (with Sandzak), and the Republic of Chameria

 VI I . INTERNAL HARMONIZATION OF POLITICAL TERMINOLOGY

VII I . IN THE FIRST ALBANIAN-ALBANIAN REFERENDUM ALBANIA-KOSOVO;

A). THE FOLLOWING LEGAL DOCUMENTS WILL BE VOTED, WHICH ARE INTERNATIONALLY ACCEPTABLE:

1 ) . The universal recognition of the identity of every Albanian citizen by the Republic of Albania is voted

  1. a) . ) . Regardless of their birthplace in which part of the other “republics” of the Albanian space of the Illyrian Peninsula is located;

 b). Identity is represented by ID card and passport.

2 ) . Also included there are national symbols, the use of the “National Flag” and the “National Anthem” for all Albanians wherever they are. Their use is protected by law (as well as the Albanian Mother Tongue and all other symbols), everywhere in Albanian areas!

3 ) . THE AMENDMENT AND HARMONIZED LEGAL INTEGRATION OF THE TWO CONSTITUTIONS OF THE TWO REPUBLICS ARE VOTED; ON ALBANIA AND KOSOVO!

a). The harmonization of political, cultural, institutional terminology, etc. is voted.

b). The hierarchy of the functioning of the state is voted on; government, assembly, at all institutional levels, etc.

4 ) . It is voted “Reasoned document” for the removal of the “Administrative Borders” between Albania and Kosovo!

 5 ) . The document on “Customs ” is voted – the way they function, according to the administrative logic of the EU.

6 ) . Is the form of representation of the “republics” in sports competitions in the international arena being voted on?!?

7 ) . Voting is also done for some economic projects, such as ;

a). For the railway, Pristina-Shengjin!

b). On the highway the Dukagjin : Istog- Peja Gjakova – Tropoje !

c). About the highway: Bitola -Kichevo-Peshkopi “!

8 ) . The candidates of the “Assemblies of Kosovo and Albania” are also voted for, for two levels; of the “center” and the “two republics in question”!

 IX . EVALUATION: :

1). We estimate that in addition to the Kosovo-Albania Referendum, referendums will be organized for the Albanians of other republics as well; in the “Republic of Ilirida”, in the “Republic of Eastern Kosovo”, etc. Also at the same time, the preparations for this administrative process and the mentality of competition with democratic norms will start as soon as possible in these republics as well!

2). ). At the same time, we bring to your attention and re-emphasize that it is a constitutional duty of the Republic of Albania, (immediately) to use the entire diplomatic agenda so that our citizens can achieve this right in all areas inhabited by a majority of Albanians in the Illyrian Peninsula!

3). On this occasion, the identity of the recognition of these Albanians must begin immediately with the issuance of “official documents”, with legal representation of the National Flag, the National Anthem, the harmonization of terminology, then the harmonization of school and university curricula, projects common economic, customs, etc.

  1. NOTE :

1). The last part of Chapter VIII, under number 7., says: vote for both levels of the center and the two republics in question! So, in addition to the candidates for deputies of parliaments, of Albania and Kosovo. The candidates for the joint parliament will also be voted, as well as from these two republics! In this context, the deputies of other republics will gradually be integrated with participation, even before the formation of the Referendum is legitimized, but this phase will serve them as an institutional preparation for all the administrative work for Albanian-Albanian internal integrations !. …

 

 

 

 

 

 

5 ) . Part Five :

  1. ADMINISTRATION WITH ADVANCED TECHNOLOGIES IN THE FRAMEWORK OF THE “PLATFORM FOR NATIONAL REFERENDUM”!

 A). Functioning of the administration based on progressive principles, ethical, legal, etc.

For all persons, who will be engaged in different sectors within the “Platform for National Referendum” by contract, will be processed following labor laws in the respective republics. But the classification of cadres will be different.

B). Some of the possible scientific, political, and administrative classifications;

2 ) . From the field of administration and advanced technology;

 3 ) . From various political functions in the national line;

 B ) . We want to initiate the opening of competitions for Albanian and foreign students with certain topics (which will be determined in the meantime dedicated to the Referendum-decision-making through the majority) not only in local Albanian universities but also in various European universities!

  1. SOME SCIENTIFIC TREATMENTS, WHICH ARE RELATED TO THE FATE OF THE ALBANIAN PEOPLE !?

A). Topics that need to be addressed scientifically before the EU and other international decision-makers !?

1 ) . History of phrase omission; The “Illyrian Peninsula”, which was replaced by the “Balkan Peninsula”! – Significant reform process at certain historical stages!

 2 ) . The genocides of the state of Serbia on the Albanian people and the Albanian territories, in the last 200 years!

  1. . The genocides of the state of Serbia on the Albanian people and the Albanian territories The approval of the law on genocide, a) on the Albanian territories, b) the Albanian population, and c) the historical, cultural, and religious monuments and its international affirmation. This law must be approved by the Parliament of Albania and Kosovo! in the last 200 years!

4 ) . The genocides of Serbia against the Albanian state-building processes not only in Kosovo but also in other Albanian territories;

 6 ) . In this context, in the future we think that a working group will be engaged and will mediate, and enable, even postgraduate studies for students graduating from HOMELAND, but within these topics specialize in master in one of EU countries, etc.

  1. HIGH STATE NAMES FROM “PLATFORM FOR NATIONAL REFERENDUM”

 A). The criteria, rules, and principles of the “Platform for National Referendum” for candidates who will hold a senior state position, a scientific function, or even an administrative task will be strict and accurate. 2 ) . To be “correct with an OK”, after verification by the relevant institutions that they are not registered as having committed any “criminal offense”, etc.

 3 ) . Proven in communication and “acceptable and trusted” in society and public!

4 ) . His (their) political and professional past is not allowed to be tarnished, regardless of the beliefs or political organization he has had in the past. This means that the individual or the candidate can come to us from any party, and we do not prejudge, but specify and verify the past, and offer opportunities in building the future !.

  1. LOBBYING OF PROGRAMS;

1 ) . Economic development strategies according to concrete projects;

2 ) . Preservation and presentation of values: “National Historical ” inherited in our HOMELAND in all areas where Albanians live!

3 ) Maturity and seriousness proved in the implementation of projects and administrative tasks, etc. (Some practical examples will be presented in the separate text).

III. MEMBERS registered in the “PLATFORM FOR NATIONAL REFERENDUM” and minimum obligations;

 

1 ) . All members who accept the program of the “Platform for National Referendum” automatically accept the participation for voting in the Referendum, political, national and economic, historical projects, etc., which are offered for voting.

 2 ) . Regardless of where the Referendum is organized, within a republic or in some Albanian republics, the emigrants will still be able to vote through the professional electronic form;

 3 ) . All members voluntarily pay membership in the amount of 15 fr., Monthly or 180 fr., Annual (and equivalent in other currencies, eg in euros, dollars, etc.), as provided by the platform program for National Referendum “.

 4 ) . Members (employed) living and working in exile (outside the HOMELAND) pay the amount specified above. Meanwhile, members (employees) living in Homeland will pay the membership fee of only 5 Euros per month and 60 Euros per year. (After the First Referendum, this amount of financial contribution is supposed to be included in the annual tax exemption for each member). 5 ) . . All our members will be part of the lobbying and model of the accepted will for the approval of laws, historical values , and projects set through the Referendum.

6 ) . Members do not and will not have “any restrictions” on paying and assisting higher amounts (if possible) to be strong contributors to the organization of the Referendum and other projects through it. The amount of the membership fee will be classified (see the program of the “Platform for National Referendum”) as very humanitarian, but we will also have active members (with annual amounts; 1800 SFR., And 1740 Euro, as well as values in other currencies,), members for investments in projects with planned amounts … etc., etc.

  1. FINANCE:

A ) . We are at the beginning of a major project, for the organization of the “Albanian-Albanian Referendum”, therefore we ask for financial support from all to finance this project, which will play an important role in the development of the country !. ..Finance we intend to provide from some of our institutional sources and various donors.

1 ) . From the budget of the government of the Republic of Albania and the budget of the Republic of Kosovo.

2 ) . From various investors, who have the willingness to contribute directly to the organization of the Referendum.

3 ) . From the income of our members and from the numerous associations, which operate in the PRESIDENT !.

4 ) . Revenues from the necessary studies for certain economic projects, and numerous administrative services for local and foreign companies and firms, which have the willingness to invest in various projects in the republics of Albania in different sectors; in winter and summer tourism, in food agriculture, in the pharmaceutical industry, in health technology, etc.

 5 ) . From the possibility of introducing investments for various projects in the Homeland of successful firms of our emigrants!

6 ) . From short-term and long-term, planned financial programs, etc.

B ) . We think that the inflows of finances (during this preparatory time) could also be from sources, from “funds for investment of strategic projects” through the form and approval of the law on “Sovereign Guarantee”, for various strategic projects dedicated to the development of the republics. in Albania, Kosovo, etc. (The possibility of such a form is explained in more detail in the second part of the program).

 1 ) . Opportunity also from a conference of foreign donors!!

C ) . The form of operation of inflows and outflows of funds from bank accounts from the day of registration and operation of the “Platform for National Referendum” will be legal. Accountability is legal.

  1. SOME OF THE ORGANIZATIONAL AND ADMINISTRATIVE CONFIRMATIONS :

So far we have some of these organizational and administrative confirmations :

1 ) . We confirm, as information, that some experts of the highest security institution, NATO based in Brussels, estimate that the organization of the Albanian-Albanian Referendum does not pose any political problem for the region.

 2 ). All members of the working group have agreed that we will do humanitarian work until the practical administrative implementation of the “Platform for National Referendum”, in HOMELAND, so we will act at personal expense.

 3 ) . We confirm that the registration of the “Platform for National Referendum” in Albania and Kosovo has not had any administrative and legal difficulties. It has become possible for the registration to be carried out immediately, within the legal deadline in all relevant institutions. Registration is OK now.

 4 ) . We have prepared all the necessary documents required by law: the program, the statute, the rules of procedure, the request, the signatures of the members, and a record (taken at one of the many meetings held at HOMELAND).

5) . Immediately after the registration, formalization, and promotion of the “National Referendum Platform” in ATDHE, we will make possible (for all members who support the “Referendum”, who will be registered), the provision of an electronic card in the form of “Identity Card”.

  1. a) . This will be made administratively possible within the “existing legal packages in HOMELAND” and we will technically realize it with one of the most specialized digital firms in Europe !.

b). For the design of what this document will look like, we will announce a competition and the best variant will be selected.

7 ) . Part seven ;

  1. THE PRACTICAL REGULATIONS OF OUR WORK!

1 ) . THE PRACTICAL REGULATIONS OF OUR WORK IN THE FRAMEWORK OF THE “PLATFORM FOR NATIONAL REFERENDUM” ARE THE SAME EVERYWHERE IN ALL SECTORS! IT FINALLY FINDS APPLICABILITY IN ALL PRACTICAL ACTIVITY; IN SCIENTIFIC STUDIES, IN NATIONAL AND ADMINISTRATIVE POLICY, OF OUR ACTIVITY, LIKE IN THE COUNTRY AS WELL AS IN THE PRESENT!

 2 ) . THE RULES OF PROCEDURE OF THE “PLATFORM FOR NATIONAL REFERENDUM” ARE BASED ON OUR NATIONAL PROGRAM ATTITUDES ACCORDING TO THE PRINCIPLES OF HUMAN ETHICS AND ADMINISTRATION.

 3 ) . ALSO THIS REGULATION IS ALSO BASED ON PRELIMINARY CONSULTATIONS, BEFORE A DECISION IS MADE, A PUBLIC ATTITUDE, OR A BEGINNING OF A CERTAIN ACTIVITY!…

  1. Our rules of procedure will be based on the following criteria:

1 ) . Our principles and attitudes are always in line with national interests;

2 ) . Extensive preliminary consultations preceded any decision-making;

3 ) . Human ethics and professional and administrative ethics ;

4 ) . Adhering to rigorously resentment of decisions and the agreements approved;

5 ) . Economic projects and laws voted in the “Referendum” are enforced in state laws of the Republic!

It is clear that the “Rules of Procedure of our work” is based on the best human and ethical experience, but also on numerous professional management activities; legal, social, media, administrative, etc., with a work culture with Western discipline and with a competent responsibility, respecting and implementing the law in the function of the respective institution, but at the same time respecting and implementing the opinions and policy-making decisions decided by the majority in a certain institution or social circle.

  1. A VERY GOOD EXAMPLE FROM SWITZERLAND;

1). A very pure logic is practiced in the Swiss government! The elected ministers who will govern the country usually come from different parties. In this sense, the programs for development and leadership are different! However, each of the ministers in the framework of the work and party programs for the country’s processes submits them in advance for discussion and approval. Of course, it often happens that different opinions are given on certain issues before the government decides the final version!

 2). And at the moment when a decision is made, which is processed with minutes, then every minister is obliged by law, not only to implement that decision, position, or economic project, etc., etc. No one has the right to either speak or comment in any situation with the public, with the media on that issue, which is practically called closed because the practical implementation already begins !.

  1. a) . Meanwhile, the state control system for a decision, certain economic project, or administrative task, is also regulated by law, and is independent and not biased by what would orientation or political views!

 III. A NEW PRACTICE BASED ON OUR PRINCIPLES!

1 ) . Within the rules of our work, in every activity, will always be taken into account the attitudes based on “National Values”, which are “Alpha” and “Omega” of the “Platform for National Referendum”! …

 2 ) . Extensive consultations, among themselves before the approval of a decision, a debate of ideas, research of different forms and ways to achieve major goals, etc. But, these consultations, these preparations, at the moment they are approved, are immediately strengthened and will be practiced by everyone without exception!

 3 ) . ). After the approval, there will be no sense of commenting or different versions, but the implementation will start according to the administrative norms of work, etc.

 4 ) . This applies to all members and activists, as well as to all categories of work and activists supporting the “Platform for National Referendum” … …

5 ) . This regulatory norm will also apply equally to the relations of professional labor services that will in principle be engaged in the future, which are part of the “member status”, which is defined within the “PLATFORM FOR NATIONAL REFERENDUM “.

  1. FOR HUMAN AND ADMINISTRATIVE ETHICS AT WORK!

1 ) . ). So, our work “within the rules” will in principle be human, which will never be based on any kind of revenge or jealousy towards the other party! The work of each will also be appreciated, regardless of position, or the history (in the past) of each person where it comes from! So, if one shows the potential and professional, organizational, intellectual, etc. ability, in a certain sector, there will be no prejudices of any kind; professional, provincial, religious, or any other nature.

a). Shortly before the highest legal act for the “Referendum”, we are all equal to move this process forward! …

2 ) . Also, “administrative ethics” and “human ethics” will have a very important meaning in the whole process of our work in the future towards the commitment and finalization of this “National Project” in achieving the goal of organizing the “First Referendum”, “in our Albanian-Albanian Republics!

 3 ) . If a member of the “Platform for National Referendum” will take any position, of responsibility, either at the local level or at higher levels, even within the “Platform for National Referendum” and in his past has had problems with the law or legal violations, then he will not be able to exercise even the same active activity responsibly. He will always have the right to vote, ie to be a member of the “Platform for National Referendum” and will have the right to compete, after being released from each sentence or after the expiration of the legal term (rehabilitation), as long as provided by the law of the republic, etc. 

 

 

 

  1. MAKING DECISIONS AND IMPLEMENTING THEM IN PRACTICE!

1 ) . If a decision is made to lead the “National Referendum Platform”, or a working group, a group of researchers, or any leading sector in a locality, etc., then that decision must be implemented unanimously with maximum commitment and administrative correctness.

 2 ) . It must be implemented because leadership must be a model and example of implementing decisions and laws. Only in this way, we will have the right to ask the citizens to vote for laws, various economic projects, etc., which if passed or voted in the “Referendum”, are immediately enacted as laws, and then within the institutions of the republic will be applied with maximum correctness.

 

 

8 ) . Part eight :

  1. PRESERVATION OF NATIONAL IDENTITY, WITHOUT MILITARY MENTALITY, DOES NOT ADVANCE BUILDING THE FUTURE AND DEVELOPING DEMOCRACY!

1 ) . We Albanians must never forget the genocides caused throughout history, on the Albanian people and territories, on the historical monuments of Albanian culture, and seek their recognition and affirmation internationally not only “de facto” but also de jure ”!.

 2 ) . The way of development of democracy (state legal administration, economic projects, etc.), will always be realized through REFERENDUM !.

 3 ) . All scientific studies will be approved by the Institute of “Platform for National Referendum”.

4 ) . Persistence in the implementation of all national values, which is based on the laws of the country and the absolute majority who vote for these laws !.

 5). Respect in the practice of the current law, until the approval of the next replacement law, for any change, in any field within our state institution! …

 6 ) . The war mentality, to build the perspective of the HOMELAND, in the lines of “National Values”.

 

  1. WITHOUT INTEGRITY OF “NATIONAL IDENTITY” THERE IS NO ECONOMIC DEVELOPMENT!

1 ) . Do not forget the genocides experienced throughout history!

2 ) . The referendum is voted by the majority and decides the winning option!

3 ) . Science-based development economy, with priority on preserving the environment!!

4 ) . Persistence in the preservation and continuous cultivation of national values!

5 ) . Fighting mentality for the economic development of the HOMELAND!!

6 ) . Decision-making is approved by the majority and not by the individual!!

III. ORGANIZATIONAL HIERARCHY OF “PLATFORM FOR NATIONAL REFERENDUM” IN ITS ACTIVITY!

 1 ) . The ” National Referendum Platform ” operates based on ethical principles in respect of each other’s work that functionalizes competition and progressive mentality ;

  1. . The opening of employment offices in numerous centers in the Albanian space in HOMELAND functionalizes the coexistence: “of being active together with the citizens”, for the difficulties they have and advances the solution of all vital issues of the community. Certain issues are always identified as present difficulties, then their solution begins.

 2 ) . Everywhere in HOMELAND will be opened and functioning departments, which will be led by its boards.

3 ) Functioning and opening everywhere of the “Steering Boards”, even outside the COUNTRY in the Diaspora.

 a). The Steering Boards are represented (with 3-7 members) in each EU country and beyond where there are our expatriates.

  1. b) . Emigrant boards activate certain working groups and specialists, who will be involved in the implementation of various economic projects in the Homeland. So, “working group plus (+) project” etc.
  2. c) . All agreements are made in writing, and are legal, in whichever state they are conducted! 
  3. THIS ORGANIZATIONAL FORM WILL BE APPLIED IN PRACTICE;

1 ) . “Platform for National Referendum” begins the preparation of “First Referendum: Albania-Kosovo” !.

 2 ) . The institute with the first few departments is represented by the most credible possible candidates everywhere in the HOMELAND.

 3 ) The governing boards of the departments in the HOMELAND and DIASPORA in all the countries of the globe! …. (In exile, the activity of the board is legally legalized as “Stiftung” (Fund or humanitarian activity).

4). Working groups and specialists will be activated on an ongoing basis.

  1. FINANCIAL HIERARCHY OF “PLATFORM FOR NATIONAL REFERENDUM”!

 1 ) . All entries from membership and other contributions will be poured into the “basic account” (in euros, SFR, and dollar) of the “Platform for National Referendum”, in the main center based in Tirana-Albania! This model in the future will work the same in other Albanian republics; (Kosovo, Ilirida, Eastern Kosovo, etc.), during the preparatory phase of the preparation of the Referendum!.

 a). This phase of development will be like the second phase, (both during the preparation of the Referendum and after winning with OK) as the distribution of funds from the central account in Tirana / Albania / to other centers of the republics will be approved depending on the project and commitments, according to the logic of the program. So, all the payments of our emigrants from all over the world and our citizens in the Homeland, all will be put in the basic account of the “Platform for National Referendum” in Albania.

 2 ) . The change and placement in a headquarters and integration into an ACCOUNT of the “Platform for National Referendum” will occur immediately after the legal establishment of the first institution, and this has happened since the account is open in Tirana. (See account no. the first part of the program). This central account will gradually become the “DEVELOPMENT FUND OF THE REPUBLICS OF ALBANIA” and this model during the preparatory process, but especially when the ALBANIAN-ALBANIAN REFERENDUM will be approved and voted!

 3 ) . It is called: “Development Fund of the Republics of Albania”, and the main headquarters is in Tirana.

 4 ) . After the “Referendum” we also adapt to the circumstances of the current situation. Headquarters, plus headquarters at the republic level, of the “Platform for National Referendum”! 5 ). Board members in different countries of the world will be paid for by the benefits of the countries where they live and the employed board members in HOMELAND from the ACCOUNT headquarters in Tirana-Albania!

  1. SUPPORT AND VOTING OF THE REFERENDUM: “ALBANIA-KOSOVO”!

 1 ) . ). Based on all the basic elements, in the tradition and cultural heritage of the Albanian citizens, in principle we consider that the majority accept and will vote for the Albania-Kosovo Referendum (with over 95%), and also the same Referendum will be organized for other areas. Albanian! This certainty for passing the “First Referendum” with OK comes, if  we rely only a little on the elements of everyday life for the common Albanian-Albanian values within a people, which are already tangible for international diplomacies, such as;

 2 ) Unified Mother Tongue according to a unified standard and applicable in practice. (Spelling Congress 1972).

3). Common National Symbols for all Albanians wherever they live;

    a). Flag, anthem, costumes, musical art, etc.

4 ) . But, these natural and spiritual confirmations through the “Referendum” are strengthened and become legal, not only “de facto” but also “de jure”, especially for the Albanians of other Albanian republics; Ilirida, Eastern Kosovo, Plava, and Gucia, (with Sandzak) and Chameria.

5 ) . Protection by law means that any misuse, propaganda, and devaluation by anyone is punished in the same way as in EU democracies.

VII. SOME CURRENT QUESTIONS REGARDING NATIONAL IDENTITY BEFORE THE REFERENDUM!

1 ) . Which legal law protects the Albanian language in Albania and Kosovo and other Albanian-majority republics ?! Is the same law that applies in Albania valid in other Albanian republics??

2 ) . Is the National Flag protected by law?

a). ) And also the National Anthem and other cultural activities?

3). Who prevents Albanians from preserving and using the standard norms and from being presented through the values of “National Identity”, regardless of their homeland under which “administrative single” they live ?!

 4). And what should we do to raise awareness about the organization of the “Referendum, Albania-Kosovo ?!”

1 ) . Awareness of the “First Albanian-Albanian Referendum” will be done through the media; TV, cultural programs, national concerts, international diplomatic conferences, through gatherings with citizens, scientific and public tribunes, etc.

 A ) . THE COMMONS OF ALBANIANS WHO JOIN THE “National Referendum Platform”!

 1 ) . Automatic recognition of citizenship for all Albanians of the Illyrian Peninsula from the Republic of Albania, regardless of their place of birth in the HOMELAND and regardless of their place of residence in the Diaspora.

 2 ) . ” Standard Unified Albanian Language ” for all Albanians of the Illyrian Peninsula!

3 ) . National Flag for all Albanians everywhere, in the whole GLOBE!

 4 ) . The political system and the “Standardized Albanian-Albanian Constitutions” with full functionality in all sectors of the administration!

 5 ) . Preservation of “historical antiquity” through joint cultural projects: “National Museums”! (Special text: Restoration of current museums and other new museum spaces) etc.

 6 . Customs integration according to the EU model.

7 ) . And many joint Albanian-Albanian cultural and economic projects! etc.

  1. FINANCIAL INTRODUCTIONS BY MEMBERS OF THE “National Referendum Platform” for the preparation of the Referendum are classified into:

1). Amounts of memberships REGULAR, annual membership;

2). Amount of payments of HUMANITARIAN members, partial assistance and

3). Amount of payments of ACTIVE members, planned assistance;

4). The amount of monthly/annual membership for a person is 15 sfr./180 SFR., and equivalent in other currencies.

5). Also the monthly/annual amount in Euro for one member will be = 12 Eur / 145 Euro.

6 ) . If a member pays more than 180 SFR., the annual membership for the “Platform for National Referendum”, then the excess amount will be recorded as part of the humanitarian budget. And for example, if a member pays a humanitarian amount of 350 fr., per year, then 180 fr, it will be registered to the membership part, the rest remains to the humanitarian amount.

7). The humanitarian amount is free and partial. Members pay when they can and as much as they can. They are welcome!

8). The monthly/annual amount, which reaches the height of 150 SFR./1800 SFR., of active members, is planned! (Monthly / annual = 145 E / 1740 Euro).

9 ) . ). The amounts with the highest values will be included in certain projects and will be determined in the annual plan, etc. We accept high amounts without prejudice from all supporters; firms, associations, artists, athletes, local and diaspora institutions, foreigners, etc.

a). These higher amounts will be called. “Planned investments”, for small and medium economic projects.

b). In case we have 120 people approaching 10,000 (ten thousand) euros for investment in the “Development Fund of the Republics of Albania”. This investment will be transferred to the status of shares; “shareholders” in a certain project, which will be supervised by the staff of the institute for projects, etc. In the future, during the practical work, we will bring a concrete example.

III. TRANSPARENCY CLARIFICATIONS FOR APPROVED PROJECTS

1). All payments will be registered in the system of the “Platform for National Referendum”, from the first day, and for each member.

2). Payments will be made through the account, which will have representations in HOMELAND, for example in the capital of the Republics of Albania-Tirana.

3). Each member will be provided with a document, which shows the concrete evidence.

4). In the open account in Albania, we will be organized by following and recording every data and contribution with bank minutes and all the necessary administration!

5). Humanitarian sums will be planned with social programs to help the poor in the Homeland !.

6). The amount of membership of firms and associations will be higher than that of the person.

7). Members will be provided with a card, and will enjoy the privileged status in the HOMELAND !.

8). For every project implemented in HOMELAND by DIASPORA, transparency WILL BE SECURED  through the work report, and all entries and exits will be strictly observed.

  1. PLANNING OF ACTIVITIES AND FINANCIAL PROJECTS!

1). One of the most important issues remains our planning in the first place, for the entry of finances, an issue which is directly supported by the supporters of the “Referendum” who have a rich past in the service and assistance of the HOMELAND at certain stages in the recent past in the history of our statehood!

II . PLANNING of some organizational work activities;

1). We consider that the idea and association of facts according to the program of the “PLATFORM FOR NATIONAL REFERENDUM” for the organization of the Albanian-Albanian REFERENDUM, are being massively supported! …

2). We are determined to rely on the support of the first circle of activists and many of our collaborators, who for the start of the implementation of the “ALBANIAN-ALBANIAN REFERENDUM” provided all the supporting resources, both intellectually, financially, and organizationally, media, etc ., etc.

III . TIME PLANNING (biennial) of financial activity;

1). From the official public presentation in the media, on many TV stations in HOMELAND, and a little later after 2-3 months, we calculate the official promotion in Tirana. Within the first six months of the activity, we plan to be supported by over 200 active members (consulted) and within a year the number will double with active members, who in the account of the “Platform for National Referendum” in HOMELAND will pay from 1800 SFR., or 1740 euros each member, within a calendar year.

Also, the number of regular members will not be missing, who will pay the amount of 180 SFR., or 145 euros (within a year, approximately over 1000 members from only Switzerland. At the same time, we will have genuine support from other countries!

2). Approximately within one to two years we predict that the budget amount will reach over one million SFR., (Or value in other currencies) !.

3). All explanations and work information of the “Platform for National Referendum” will be transparent and will be public through the media, meetings with the public, scientific activities through “National and International Conferences” dedicated to the Albanian-Albanian Referendum, as well as through ” our website ”etc. Scientific lectures will also start for the public, both in the HOMELAND and in the Diaspora in the country by various scholars!

 

IV . ADMINISTRATIVE AND ORGANIZATIONAL SERVICES IN THE COUNTRY!

1 ) . After the registration made in HOMELAND and the start of work, about 200 administrative workers will be paid as a start, who will have tasks mainly for the implementation and implementation of the program “Platform for National Referendum” !.

a). Over time normally the number of employees will increase continuously.

2). Scientific roundtables, diplomatic roundtables, and numerous conferences on the topic of the “First Referendum” will be organized, on issues that will be prepared for voting in various fields; historical, legal, economic, etc.

a). This event will have a certain cost, especially when international personalities of certain profiles are invited.

3 ) . We will start getting the documentation ready to start with some projects; economic, cultural, administrative, etc.

4). As an example we will present some models of different projects, which are easily feasible in practice, which are related to almost all Albanian inhabited centers

V I . PROJECT FOR “ROAD SAFETY OF VEHICLES”

1 ) . Equipped with video cameras as in EU countries where the state police can check each car in different “post-blocks” without having to cause a mess of waiting, etc.

 V II. IDENTITY PROJECT = IDENTITY CARD (PASSPORT);

For all Albanians wherever they were born in a settlement in the Albanian republics, and also outside the HOMELAND !, begins the equipment with this document … And;

V III. POPULATION CENSUS AND ECONOMIC RESOURCES REGISTRATION PROJECT-Addresses and identification!

A). These two projects go together and help each other. But, in this case, we will explain the way of realization of the project no. IV, of the “Identity-Identity Card”.

1). Based on the current Constitution of the Republic of Albania, the identity, language, and national symbols of every Albanian born in other republics in our region are legally recognized!

a). The Republic of Albania has it in its constitution, and must protect Albanians throughout the region! (See legal articles in the first part of the program).

2). ). Technical realization of this documentation; ID card, passport, driver’s license, etc. (A competition will be announced for the look and design).

B). First we are presenting the number of inhabitants;

1). In Albania = 2.8 million inhabitants;

2). In Kosovo = 1.8 million inhabitants;

3). In Ilirida (Macedonia) = over 1.1 million inhabitants;

4). In Malësi, Plavë e Guci (Montenegro) = 500 thousand inhabitants;

5). In Eastern Kosovo = 500 thousand

7). Albanian emigrants, all over the WORLD, are over 3 million!

8). In total, over 6 million Albanians will be provided with identity cards in two years.

C ) . Organizational coordination and practical distribution of ID cards to each of our citizens;

1). In every municipality, in every customs point, within the Albanian premises, the ID card and the registration of the Albanians will be handed over. Then, in every airport inside and outside the country where migrants travel, in every embassy, and every consulate it is placed by an electrical apparatus that immediately registers the person and automatically offers him the ID card in hand.

2). This is made possible by the latest technology, and at a very low cost.

I X . OTHER ECONOMIC PROJECTS; (immediately feasible).

1). Waste sorting and cleaning; Albania, Kosovo, Macedonia!

2). Air purification; project for the three states mentioned above! (M. Kjotës).

3). Bringing the office of “International Justice” (Arbitration), which increases the trust (for international contracts between the state and foreign investors) in a center in the HOME, respectively for the protection of foreign investors for capital investments!

4). Administrative project for tax payments of firms in ATDHE, according to advanced EU programs !; Albania, Kosovo, Macedonia, etc.

a). This project of point 4, can easily be installed by “Steering Boards” in Western countries and firms of our compatriots to serve for tax payments (“Steuererklärung”).

b). Roughly from the circulating statistics, that in Switzerland alone there are thousands of Albanian companies. Meanwhile, in Germany, the number of Albanian firms is many times greater!…

1 ) . Supporters for active members over 200 people, have confirmed after the first consultations (during the first year of activity). After the practical activity, this number is thought to increase significantly! …

2). Supporters for regular members over 1000 people (only in the first year). in tourist centers in HOMELAND, this number seems to increase tenfold only during the first year of our work. Before the approval of setting the date for the REFERENDUM voting, the number of supporters is predicted to be the largest part of the population, over 90% of them !.

3 ) . Due to numerous intellectuals; (Many scholarships not only from Tirana and Pristina, but also from centers other Albanian, from Ulcinj is, Presevo, Tetovo, etc., and the centers of the West where they live Diaspora Our. All have welcomed the program of the “Platform for Referendum National ”, who are ready to be active to be part of the contribution to the practical implementation and support of the REFERENDUM! The list is expanding at any moment !.

XI . THERE WILL BE NO DEFENSE!

1). Here begins the new practice of “National Philosophy”! The implementation of the integrated administration in the Albanian-Albanian state institutions begins for the first time, as in the EU countries! The political-national awareness of the majority of Albanian citizens begins through “Direct Democracy-Referendum” to advance all democratic processes in the practical implementation of economic development programs, in his country, in his republic, in his municipality, in his homeland, in his birthplace, in his vital breath!

2)Here we have the opportunity to confirm that before we are left or right in political terms before that, we are the majority of citizens; “With Albanian blood” and with “complete NATIONAL DNA” (over 90%), rather than Albanians who have a great lack of “NATIONAL DNA”! Before we are rich, and before we are poor, before we are professionals in a field or a craft, before we show which religion we belong to, we must first (must) prove that “WE ARE ONE” because we have a language, which is called: “ALBANIAN LANGUAGE”, because we belong to a nation, which is called: “ALBANIAN NATION”, because we belong to a state, which is called: “ALBANIAN STATE”, (but unfortunately, against our will, we still live divided into several states), which states are called “REPUBLIC / OF ALBANIA”, and we have only one ALBANIA !, legitimized only for one flag, which is called: “NATIONAL FLAG ALBANIAN”!.

 

 

.A). MENTALITY RETURNED TO LEGAL LAW!

1 ) . The only real organization is the “Platform for National Referendum”, where if someone accepts a high state position, or is the best in the competition, and then from this political career will not have a chance to get rich looking for space to do also decisions in personal interest before the state, for which the individual has accepted this task with his signature. Through the Referendum, the Albanians put an end to the “robber mentality” that the high state officials, as soon as they come, to high positions, get rich without criteria! This practice already belongs to the past, the time of transition !. This mentality of our program, for the fight against negative phenomena, since the national DNA test, has already become legal law, because the system is such that the individual is powerless in the face of functional programs in the administration that are approached by ” Platform for National Referendum ”.

B ). WE ARE IN PRACTICAL WORK FOR THE FIRST STEPS!

1). After the legal formalities, we have the date of the public presentation of the program and activity of the “Platform for National Referendum” in all Albanian media and TV stations in HOMELAND. The media will continue with those from DIASPORA in the affirmation of our joint program.

2). After this, the date of the official promotion will take place in Tirana, on which occasion many personalities of the institutions of all Albanian republics, foreign diplomats, and numerous representatives from our MIGRATION are invited !.

3 ) . A competition is opened to promote traditional Albanian cuisine represented by all republics; from Albania, Kosovo, Eastern Kosovo, Ilirida, Plava and Gucia, Sandzak, and Chameria. On this note, each chef who will compete must prepare the preliminary recipes and submit them to the working committee on the matter. The kitchen will include a versatile variety!

4). The competition for the realization of the design for the “Identity Card of Albanians” opens, which will be “ONE” and acceptable to all Albanians of the Illyrian Peninsula!

5 ) . We will continue with the admission and appointment of candidates in other practical fields such as; a) the commission for the removal of borders some of the practical justifications for the preparation of the document for customs according to the model of the EU, etc., etc.
